The overall objective of the Assignment is for the Consultant to provide support services to Nefco in relation to the development of the facility for LSGs for reconstruction and recovery of critical municipal infrastructure in Ukraine and pipeline of projects financed through it.
The coordination consultant (CC) tasks will be to assess basic data collected and provided by the Ministry, make follow-up surveys as required, propose priorities for what needs to be done to secure DH and WSS, draft project descriptions and ensure that the parties involved agree on the projects to be implemented and the scope of the projects.
The implementation of this task includes the following.
Based on the long-list of actions proposed by Minregion to be implemented in the framework of the Facility, the Consultant shall perform the following tasks:
- make primary assessment of the proposals from settlements, damaged during the hostilities, as per the list, suggested by Minregion;
- conduct initial consultations with the municipalities to present the objectives of the Project, timing, requirements and the modalities of potential projects implementation to ensure a common understanding by all stakeholders and collect the necessary data for further analysis;
- visit objects in the selected communities to (1) verify the relevance of the investment measures, and (2) examine project sites, proposed by the municipalities, and their current state;
- Identify possible technical risks, as well as other risks that can negatively impact on implementation;
- assess the municipalities’ capacity to implement respective project as proposed with international financing;
- prepare project proposals which takes into account description of suggested action/project, expected budget, outcomes and impacts;
- prepare draft Annex 1 for the Grant Agreement between Nefco and a LSG.
