One of USAID ESP’s objectives is the energy education. To improve its quality the elaboration of the new training courses and programs must be preceded by the assessment of (a) employers needs in professionals possessing necessary competences for energy sphere, as well as of (2) capacity of higher educational establishments to educate such specialists and/or provide further training to already employed ones.
Within the USAID ESP grant activity Municipal Development Institute carried out the research “Training Needs Assessment for Ukraine’s Energy Sector”.

Goal and objectives of the grant activity:

Goal: to conduct a needs assessment of the skills and knowledge required by the energy industry to better prepare the labor market and to respond to Ukraine’s evolving energy sector. Based on the conducted assessment, provide practical and achievable recommendations to address the identified needs.
The tasks under the grant activity were as follows:

  1. Conduct a needs assessment of training and educational needs in the energy sector (state and private companies), including assessment of the companies' needs in staff, skills and knowledge required, with specific attention to opportunities and access available to women and youth.
  2. Based on the conducted needs assessment, analyze the existing educational programs in the energy sector to determine gaps, if any.
  3. Based on the conducted gap analysis, provide practical and achievable recommendations on how to address the identified gaps.

A specific focus was given to gender specifics in both needs assessment and recommendations.

Achievements of the grant activity:

3 separate reports as per the tasks of the grant activity:

  • “Lacking knowledge and skills of Ukrainian energy companies’ personnel“
  • “Gap analysis with regard to the identified needs and the available educational capacity in the energy sector“
  • “Recommendations on educational needs fulfillment in Ukraine’s energy sector“
