On November 29, 2017, in Kyiv, Municipal Development Institute, ltd. jointly with National Energy and Utilities Regulatory Commission (NEURC) conducted a seminar "New reporting rules for reports submitted to NEURC by licensees operating in heating sector" for representatives of NEURC licensees, companies operating in heating sector, from 16 Ukrainian cities.
Main provisions of NEURC Resolution #717 were presented to seminar participants. Resolution #717 "On approval of reporting rules for reports submitted by subjects operating in district heating, centralized water supply and sewage sectors, to National Energy and Utilities Regulatory Commission" was approved on 31.05.2017 and was developed to replace NEURC Resolution #202 of 11.10.2013.
Seminar agenda mainly focused on the details of the changes introduced in new reporting forms (forms #1, 2, 3, 7, 8, 10) and on filling the forms out as prescribed in the respective instructions. Special attention was paid to the analysis of the forms completed and on typical mistakes made by licensees. The licensees were provided some recommendations and explanation as to avoiding the mistakes. MDI and NEURC used data from the report completed by one heating company during nine months of 2017 and used the data for the practical task on filling out the form 8.
From NEURC the seminar was attended by staff of NEURC Department for Regulation of Heating Sector (divisions on fuel and energy resources, tariff policy, investment policy, technical development, reporting, payments and accounts).
