Organizers of the International Congress "Institutional and Technical Issues in the Housing and Communal Services Sector Reform" invited MDI to present the experience and practices on increasing energy efficiency in the residential and public buildings.

 

The experience on increasing energy efficiency in buildings – schools and residential buildings, was presented by MDI Executive Director Ruslan Tormosov at the panel discussion "Energy Efficiency in Buildings as a Prerequisite for the Energy and Economic Development of Ukraine“. The presentation emphasized on the use of online tools and technical, economic and financial modeling for the implementation of energy efficiency improvements, including the relevant experience of TREND Project (Technologies for Clever Energy Efficiency at Our Homes) that is implemented by MDI.

 

Regulating heat supply as a way to increase energy efficiency at health care buildings was the topic presented by MDI Technical Expert Anatoly Koliienko at the panel discussion "Energy Efficient Hospitals“. The panel discussion was organized by GIZ in the framework of the implementation of the project “Modernisation Partnership: Energy Efficiency in Hospitals”. The key issues of the presentation were: what building is considered as energy efficient and what are the barriers to energy efficiency; energy efficient equipment and reducing heat energy consumption; conducting of energy audits in buildings; energy consumption monitoring.

 

Models on provision of communal services as per the new Law On Housing and Communal Services were presented by MDI Legal Expert Dmytro Levytskyi at the panel discussion on transparency in the relations between a resident, housing manager and a service provider (monopolist) in a multi-family residential building. The presentation also consisted of the overview of the changes introduced by the Law on Housing and Communal Services and the types of agreements applicable and the difference between the agreements.

 

The International Congress was part of the large exhibition ComunTech-2018 that took place in Kyiv on November 6 through 8. This annual event was organized by the Ministry of Regional Development, Construction and Housing and Municipal Economy of Ukraine with support from Kyiv Oblast State Administation to outline the strategy for the further reform of the housing and communal services sector; improve residential housing management; increase energy efficiency in new buildings; develop the strategy for the further development of the water supply and sewage sector; improve tariff setting; etc.
