On October 8, 2024, MDI took part in the working meeting with MinInfra representatives within the USAID ESP Programme.

MDI consultants presented two deliverables within the Task 5. This includes:

• “Benchmarking of the utilities in heat energy production and use of its results for the incentive-based regulation (IBR) (based on three Oblasts)”, and
• “Order of clusterization and benchmarking in heat energy production for IBR (Draft Decree of MinInfra).

The presented approach will improve the performance of the utilities, facilitate the IRB introduction and sustainable development of the heating networks.

The next meeting is scheduled for October 22, 2024.
