On October 29, 2024, MDI took part in the working meeting with MinInfra representatives within the USAID ESP Programme.
Within the Task 5 of the Programme, MDI consultants have prepared the following documents:
- Analytical Report “IBR introduction in heat generation in Ukraine: justification and recommended steps”.
- Proposals on amending the Law of Ukraine “On Natural Monopolies”.
- Draft tariff formation order for heat generation under IBR.
MDI consultants have presented the key provisions of the first two documents. Based on the analysis of the situation caused by the lack of legal grounds for IBR introduction in heat generation, MDI experts have justified the necessity for its introduction in this area. It will facilitate the performance improvement, reduce costs, and improve service quality. The recommendations given include establishment of the legal framework, introduction of the efficiency monitoring, and attraction of investment into the infrastructure rehabilitation to enable the sustainable development of the utilities sector.
The next meeting is scheduled for November 12, 2024 to discuss the draft tariff formation order for heat generation under IBR.
