On November 19, 2024, MDI took part in the working meeting with MinInfra representatives within the USAID ESP Programme.
Within Task 5 of the Programme, MDI consultants have prepared the following documents:
- Analytical Report “IBR introduction in heat generation in Ukraine: justification and recommended steps”.
- Proposals on amending the Law of Ukraine “On Natural Monopolies”.
- Draft tariff formation order for heat generation under IBR.
MDI consultants covered reasons for development of the tariff formation order for heat generation under IBR, structure and key provisions of the namesake CMU Resolution, as well as similarities and differences between RAB under cost+ and IBR tariff formation systems.
Introduction of the long-term tariff formation under IBR will improve efficiency of heat generation, service quality, and attract investment in energy sector.
