On March 24-25 2026 the third and last training “Two-tier tariff as a condition for economic resilience” took place. Forty representatives of 16 DH companies from seven Oblasts attended the event. It was organized by NGO “Ecoclub” jointly with GIZ Project “Reform of the District Heating Sector in Ukraine” (ReWarm) and NGO “Ecoaction”. Nataliia Aleksieieva, Olena Nych, and Anatolii Koliienko, consultants of MDI LTD, delivered the training. Nataliia Kravchenko, Head of the Department for the Life Support Systems Economy at the Ministry for Development of Communities and Territories of Ukraine (MinDev), also took part in the event.

The topics covered during the training include:

  • requirements of the current legal regulatory framework and methodical aspects of two-tier tariff formation for heat/heat supply services,
  • technical and economic features of calculating heat load indicators and heat losses in heat networks,
  • practical issues of projected expenses calculation and procedure for two-tier tariff setting, as well as profit projection and investment program preparation,
  • peculiarities of billing for the provided communal services.

The representatives of the CE “Cherkasyteplokomunenerho” and “Lubnyteploenerho” shared their practical experience of introduction and application of the two-tier tariffs.

At the training MDI specialists moderated several discussions and provided consultancy to the participants regarding the transition to the two-tier tariffs. The speakers also offered recommendations on calculation of heat load value and practical tips on application of the two-tier tariffs. The attendees stressed the importance of holding regular in-person events as a nice networking opportunity. They also suggested inviting the LG representatives to these events or holding separate trainings on tariffs for them.
