On May 26, 2026 a final conference Advantages and Risks of Two-tier Tariffs: Outcomes of a Series of Trainings Held in 2025-2026 took place in Kyiv. The representatives of DH companies and LGs from 17 settlements attended the event. It was organized by NGO “Ecoclub” jointly with GIZ Project “Reform of the District Heating Sector in Ukraine” (ReWarm) and NGO “Ecoaction”. Nataliia Aleksieieva and Olena Nych, consultants of MDI LTD, spoke at the event. Nataliia Kravchenko, Head of the Department for the Life Support Systems Economy at the Ministry for Development of Communities and Territories of Ukraine (MinDev), also took part in the event.

The topics covered during the conference include:

  • changes to the legal regulatory framework for two-tier tariff formation for heat/heat supply services, which MinDev is currently drafting,
  • key aspects of decision-making regarding two-tier tariff setting for heat/heat supply services, step-by-step guides for economic entities and LGs, and next steps for MinDev in relevant legal drafting,
  • financial advantages of two-tier tariff application, reasons to consider if an entity wants to transition to the two-tear tariffs, and
  • results of MDI’s survey of the DH companies.

At the training MDI specialists moderated several discussions and provided consultancy to the participants regarding transition to the two-tier tariffs for heat. The attendees shared their experience and tips on application and advantages of the two-tier tariffs. The DH companies’ representatives stressed the importance of effective communication with customers and joint outreach activities with LGs. The participants also pinpointed the issues to be addressed during legal drafting to minimize the risks and ensure transparent tariff setting and formation. All the attendees agreed that regular in-person events with colleagues were very useful.
