On June 17-18, 2026 the third seminar for heat producers from renewables took place. One more will follow. They are a part of the training campaign on tariff formation and setting for heat from the renewables. Such capacity building measures are vital with regard to the amendments to the Law of Ukraine “On District Heating”, introduced by the Law of Ukraine #4777-IX.

The training campaign is endorsed by Ministry for Development of Communities and Territories of Ukraine (MinDev) and financed by Securing Power, Advancing Resilience and Connectivity (SPARC) Program.

Prior to the seminar, MDI LTD had surveyed the specialists of LGs and DH companies about key topics to be addressed during the event.

About sixty participants attended the event, among them – LG specialists responsible for tariff setting and representatives of DH companies. The attendees had been pre-selected by MDI LTD after the prior registration.

Nataliia Aleksieieva and Olena Nych, consultants of MDI LTD, spoke at the event. Nataliia Kravchenko, Head of the Department for the Life Support Systems Economy at MinDev, also took part in the event.

During the seminar MDI LTD’s consultants:

• reviewed pending issues of tariff formation for heat form RES by simplified (requirements of the article 20 of the Law of Ukraine “On District Heating”) and complete procedures (CMU Resolution #869, and Order #239),
• presented a practical example of tariff calculations by the simplified procedure and package of documents to be submitted to a LG for approval,
• shared survey results, and
• held a Q&A session regarding tariff formation and setting.

Upon completion of a feedback form, the participants will receive the training and additional materials. In addition, e-certificates of attendance will be issued on June 30.

The first event took place on June 11-12, while the second one — on June 15. The last seminar will have been delivered by June 23. The registered and pre-selected participants have already received detailed access information and agenda.
