In December 2021 MDI started to implement a new project “Elaboration of the Sustainable Platform for Capacity Building in DH”, financed by the USAID Energy Security Project. During 18 months, the organization has to develop the online platform and fill it in with the informational content, as well as launch training activity.
The target audience of the platform includes DHCs and LSGs, which would like to build their capacity in operation and regulation of DH.

MDI continues to implement the assignment under the Grant for “Educational Needs Assessment for Ukraine’s Energy Sector”. The Phase I is almost over. We are getting ready to report on its results.

With organizational support of Mariupol DH Company (later on – Mariupol DHC), on Dec 17, 2019 in Mariupol, Nataliia Aleksieieva and Aliona Nych, experts of the Limited Liability Company “Municipal Development Institute” (MDI, Ltd.) delivered a consultancy event on operational activity of DH utility companies according to novelties in legislation.

On Nov 18-19 in Mariupol Kadriia Safiulina and Nataliia Aleksieieva delivered a consultancy event on capacity building of customer service dept at the local DH Company. N. Aleksieieva informed the participants about the legal novelties in the sphere of delivery and consumption of housing and communal services. Most part of the event was dedicated to the socio-psychological aspects of customer service and tips of effective communication. The participants performed practical tasks, learned the peculiarities of phone conversation and essentials of conflict management.

Shortly after the consultancy event for DH companies, upon OSA’s request, on Nov 11 MDI ltd held an analogous event for Cherkasy OSA licensees in WWS.
During the event, MDI consultants covered legal novelties, issues of tariff formation, annual plan, operational costs, procedure of tariff calculation review by the authorized bodies and model tariff calculation forms. MDI experts also presented algorithms of profit projection and cost reimbursement for the licensees.

On Nov 1 2019, MDI ltd’s specialists took part in the working meeting held by the Ministry of Communities and Territories Development of Ukraine.
The necessity of this working meeting was reinforced by the issues within practical application of the procedure for tariff formation and by the existing legal gaps. These issues also have been discussed with the tariff calculation specialists who attended a series of consultancy events (including a two-day information forum), held by MDI ltd this fall. At these events, MDI experts presented their concerns and proposals regarding the abovementioned issues.
The participants of the working meeting discussed the aspects of the transitional period in DH tariff formation and setting according to the new regulations.
