Implementation timeframe (for MDI): April 2016 - May 2018

Project objective was to provide assistance to Lutsk Heating Company "Lutskteplo" to improve financial performance and operations to implement the Project "Reconstruction of District Heating System of Lutsk" financed by the EBRD and E5P Fund and to ensure provision of high-quality services to end consumers.

Project tasks

1. Develop the Action Plan and FOPIP program, including recommendations on formation of tariffs.
2. Develop, jointly with Lutsk City Council, the Public Service Contract. Facilitate approval of the Contract by Lutsk City Council.
3. Develop and implement short- and long-term Corporate Development Plan for Lutsk Heating Company "Lutskteplo".
4. Analyze the impact of planned tariff increases on end users, especially on low-income households. Develop recommendations to local authorities on mitigation of any negative impact on low-income consumers.
