Financing: USAID
Implementation timeframe (for MDI): April 2017 – December 2017
Role of Municipal Development Institute, ltd.: independent contractor for ECODIT LLC

MDI's task was to develop training and methodological materials of the Training Course "Energy Saving" for students studying technical specialities at the universities of Tajikistan; conduct a training seminar for lecturers of Energy Institute in the city of Kurgan-Tyube in Tajikistan; facilitate the launch of the training course at the Energy Institute and at other universities.

The task was fulfilled in the framework of the implementation of the USAID Asia Energy Links Project.

The Project is designed to implement USAID's vision for an energy sector on a sustainable upward trajectory for the Kyrgyz Republic, Tajikistan, Turkmenistan, and the Central Asia region as a whole. Our goal is to move these countries up the maturity curve of regional trade and investment, toward an integrated, competitive regional energy market. The Project also works to overcome irrational consumption of energy, including in residential and public buildings, which are recognized as the third (by volume of energy consumed) consumer of electric energy (about 24% of total energy consumption) and the biggest consumer of energy resources in whole (over 40% in the end use of energy resources). Training specialists in energy efficiency in buildings, who will be able to conduct energy audits and develop feasible energy efficient measures is one of the first and the most important steps towards increasing energy efficiency of buildings.

MDI Tasks

  1. Develop and produce the Manual "Energy Saving in Buildings and University Campuses"
  2. Train lecturers of Energy Institute in energy saving in buildings and university campuses
  3. Provide the methodological and consultancy support implement the training course for students of technical specialties at the universities of Tajikistan
  4. Organize the orientation training for university teachers, with the use of the special meters and tools. Provide assistance to Energy Institute to conduct energy examination of university buildings, a solid-fuel boiler house and a solar power station
  5. Develop laboratory works for students

Achievements and results

  1. Manual "Energy Saving in Buildings and University Campuses" developed and presented to Energy Institute.
  2. Lecturers of the Tajik Energy Institute trained in energy saving in buildings and university campuses (3-4.07.2017, Kurgan-Tyube, Republic of Tajikistan). Training agenda consisted of the following issues: thermodynamics of heat and power processes and systems; energy management; use of conventional and alternative energy sources for heating of residential and public buildings; energy audit of heat energy generation sources and heat consuming objects; feasibility studies of energy efficient measures and clean energy projects; ecological assessment of the impact of heat and power generation facilities on environment.
  3. Mixed group of lecturers and undergraduate students of Energy Institute trained in conducting of energy audit and examination of effectiveness of Institute's buildings and facilities (boiler house; solar power plant) (5-8.12.2017, Kurgan-Tyube, Republic of Tajikistan). For the training, MDI also developed five laboratory works and two practical tasks to train Institute's lecturers and students in the use of special equipment.

Due to the assistance from the USAID Project and works completed by MDI Energy Institute received a license from the Ministry of Education of the Republic of Tajikistan on introducing a new specialty to the Institute's curriculum – "Heat and Power Engineering". The Institute is now able to train specialists in energy efficiency in buildings and specialists in technical aspects regarding boiler houses and heat and power plants.
