Role of MDI LTD: Subcontractor to Tetra Tech ES, Inc.

Implementation period: September 2025 – February 2029

Program’s goal is to strengthen the institutional, regulatory and legal framework of Ukraine’s energy sector, ensure energy supply, improve the resilience of the energy system and enhance energy efficiency.

Withing the Program, MDI will support Tetra Tech’s team in the following areas of District Heating and Water Supply and Wastewater sectors:

• Due diligence and building project pipelines across municipal utilities;
• Legal, regulatory and commercial support for heating & cooling plans;
• Regulatory and tariff support and design/revision/phase out subsidy support schemes;
• Support the drafting of plans for energy intensity reduction for municipalities and municipal utilities;
• Conceptual design and pre-feasibility studies for energy efficiency projects for municipal entities;
• Support outreach and presentation of projects to potential financiers including international financial institutions;
• Development of technical specifications for tendering of energy efficiency projects for municipal utilities;
• High-level supervision of implementation, monitoring and verification;
• Support capacity building activities to relevant counterparts.
