• Assistance to legislative power bodies to develop changes/amendments in legislation and drafts of normative legal acts on social protection of low-income consumers of communal services, provision of subsidies to compensate to low-income consumers the cost of the heating service (heat supply) and supply of natural gas and electricity for individual heating, using unused subsidy amounts for energy efficiency improvements in low-income families.
• Development of social norms for consumption of housing and communal services, within which the state grants subsidies and privileges. Development of effective social assistance procedures for vulnerable population. Monitoring of effectiveness of social assistance procedures.
• Development of mechanisms for stimulating energy efficiency in low-income families.
• Development of subsidy monetization mechanisms and incentives for stimulating energy efficiency in households, recipients of subsidies.
• Development of the electronic Subsidy Calculator.
• Assistance to local self-governments to:

- develop social assistance programs for vulnerable population in the context of decentralization of executive power bodies;
- develop and implement pilot programs for testing new social assistance procedures for vulnerable population;
- inform residents on allocation and provision of subsidies, privileges, energy saving opportunities for low-income consumers of housing and communal services.

• Training staff of regional social assistance divisions in subsidy allocation, subsidy provision, monetization of subsidies, social norms for consumption of housing and communal services.
